The policing operation to tackle the summer riots across England was flawed, a report from MPs concludes. The perception that in some areas police had lost control of the streets was the most important reason disorder spread, they say. Scotland Yard said it had apologised in September to Mr Duggan's parents for not telling them directly about his death.

A lack of support and opportunity for young people contributed to the outbreak of riots in England last summer, an independent report says. The Riots, Communities and Victims Panel, set up last year, highlights ", forgotten families". The Met supports calls for changes to the law to allow more details to be revealed in cases where the police have shot people.

Mr Duggan's aunt Carole said she wanted an inquest to be held as she "preferred to know the truth - whether it is good or bad". The BBC obtains footage of the aftermath of the police shooting. It was taken by someone who says they witnessed the shooting and shows attempts to save Mr Duggan's life. Mr Duggan's mother Pam says the year since her son's death had "been terrible - we still have no answers about why my son died".

She said: "The police haven't told me anything. They apologised for not coming to tell me, not for what they did. Prison sentences totalling more than 1, years have been handed out to rioters following the disorder which began exactly a year ago.

The court hears he gave Mr Duggan the gun 15 minutes before he was shot. Mr Duggan "pulled a gun from his waistband" , the court hears, and Mr Duggan and Hutchinson-Foster were in contact via mobile phone calls and text messages minutes before he was shot.

After a month-long trial, the jury is unable to reach a verdict. A date for the public inquest is set for September. The pre-inquest hearing is told a judge will act as coroner because sensitive material is involved in the case. Thirty-year-old Hutchinson-Foster is jailed for 11 years.

Judge David Radford says Hutchinson-Foster had "plainly known" the gun would be used for criminal purposes by Mr Duggan or somebody else.

Mr Duggan's family have an application for a judicial review into police protocol rejected. They wanted procedures, designed to protect officers collaborating on incident reports, looked at but the High Court ruled it was not appropriate for the court to prescribe such rules.

The inquest into Mr Duggan's death begins. Jurors are told they must decide on whether he was lawfully killed. Over the next few months, the jury hears Mr Duggan was "among Europe's most violent criminals". However, his mother says her son "may not have been an angel" but he should not have been shot dead by police. Police later said they had arrested a year-old man in Lewisham, south London, on suspicion of murder.

They also released pictures taken from security TV footage of a man and a vehicle, appealing to anyone who recognised either to make immediate contact. A post mortem carried out on Monday was inconclusive, police said. Mounted police officers were used to disperse youths as soon as trouble began.

There were more than a dozen dog-handlers in Enfield alone. Police pursued groups as they travelled en masse through London, reacting quickly to any sign of looting by sprinting in and baton-charging everyone in the vicinity.

By focusing on the stories of three individuals, The Hard Stop cuts through to harsh truths about policing, accountability and justice in the UK — not least the deep lack of trust between black communities and the police in London. In particular, the shadow of the Broadwater Farm riots , which also took place in Tottenham. Those riots were sparked by the death of Cynthia Jarrett in a botched police raid, and in turn claimed the life of PC Keith Blakelock.

The three young men at the centre of The Hard Stop grew up on the Broadwater Farm estate, and their experiences mirror those of the riots, leading one to ponder what has changed in the intervening years. These issues go back even further, to the Brixton riots , which also boiled over after years of animosity between the police and black communities, and which also spread to cities outside London.
